However, when a group of unstable, incredible, and popular heroes decide to be in his company, the most haunting question becomes:

Bucky finds it hard to be strategic and articulate during combat situations. He usually acts more out of control. He behaves like a soldier, a weapon, or a protector who, on rare occasions, asks for orders and sets directions. Such a pattern vividly displays when he has the potential to lead.

It’s not just a simple Avengers team. The Thunderbolts are usually liable to be eccentric, erratic, and disobedient. It is who we are talking about once we mentioned Yelena Belova – the one who is fierce, sarcastic, and impulsive. Red Guardian can safely be defined as the one driven by ego and illusions. U.S. Agent – authoritative and aggressive. Ghost and Taskmaster, along with other non-contact personality operatives, like the cold ones, turn into a team of loose cannons.
Would Bucky even want to manage this chaos? More importantly—is that even possible?

To understand Bucky’s reluctance, we should peek at his former life. Once a charming, confident young man who fought alongside Captain America in World War II, Bucky’s life drastically changed on a cold night when he was left hanging from the train. Captured by Hydra, he was subjected to extensive bodily modifications, and his consciousness was utterly destroyed. Thus, the Winter Soldier appeared—an uncompromising killer used for years without having his own will.
In contrast to others, Bucky was in a situation where there was no room for error as he was on the killing program. Not only were his hands dirty, they were stained with the blood of the innocent. Not only this, but he also retained every single name. This bitter sense of guilt underlines his very nature.
Bucky shook off Hydra’s grasp, but recovery hasn’t been an easy process for him. His stay in Wakanda helped in the healing, but not entirely. The struggle with the devil inside him grows, and he also doesn’t have any clear idea of his position in the new world. Bucky lacks strength or leadership qualities—his lack of confidence is the real lemon in this mix.

Were ideal The Thunderbolts Need a Leader—But Is It Bucky?
The Thunderbolts have no chance without some form of a leader. Even if it’s not a declared or official position, someone has to lead, at the very least, by their actions. Who, then, is the best fit for that role?
One might argue for Yelena. Her charisma and determination are clear advantages. Others might point at Red Guardian; he may be rude and not fully self-aware, but he has the years. However, it seems to me that Bucky is the one who has experience, scars, and objectivity all at once, thus making him the right person for the role.
However, the main principle is complex and challenging to understand.
Bucky has perhaps found himself in the position of steering the team. He may very well be the one who keeps them from falling off the cliff and making difficult decisions, but he will avoid the title of leader. He won’t give any motivational speeches or commands. He will act only when the situation requires it and fall back when the battle ends.
Thus, he can be seen as someone who sets the moral direction instead of being a general. He has the respect of others not through the power he holds but through his commitment and loyalty.
